The water material has a displacement map for faster rendering it is recommended to increase the Screen size (px) Displacement value in the Performance tab in the render settings.
The appearance of foam on the water is done using corona ao in the water material near other objects in the scene.

!The scene has no animation. Fbx format does not support corona ao. Use max file to generate foam on water!
